Przede wszystkim:
say zależnie od kontekstu znaczy:
mówić, wyrażać, powiedzieć, przypuśćmy (Say you get that job, what will you spend yourmoney on?), być napisanym (np. It says "closed". - o wywieszce w sklepie)

tell może znaczyć:
mówić, powiedzieć, opowiadać, poradzić, informować, kazać (Do what you were told!)

Jak widać wspólne znaczenia to: mówić, powiedzieć.

SAY używa się:
- kiedy kogoś cytujesz, np. 'I love you', he said.
- w mowie zależnej przed "that", np. Ammy said that she liked Gary.
(zauważ zmianę czasu w drugiej części zdania)
- jeśli po "say" chcesz podać odbiorcę, to musisz użyć "to", np.
Laura said me... jest NIEpoprawne
Laura said to me... jest POPRAWNE
- Zwykle konstrukcja wygląda tak:
SAY + that + dopełnienie
SAY + TO + odbiorca
cytat + osoba + SAY (zwykle "said")

TELL używa się:
- zawsze po "tell" występuje osoba (odbiorca), np.
She told me not to go there.
- może też występować w mowie zależnej:
He told me that he were married.

Podsumowując:
He said to his mother that he will be late.
He told his mother that he will be late.

Speak natomiast używamy, kiedy skupiamy się na samym procesie mówienia, abstrahując od treści czyjegoś wywodu. Np. he's speaking too loud (on mówi za głośno), he speaks Polish (on mówi po polsku), we've already spoken to him (już z nim rozmawialiśmy). Speak używa się też w znaczeniu przemawiać, głośno wyrażać jakąś opinię.

We use 'say' in Direct Speech. We also use 'say' in Reported Speech when 'say' is not followed by the person the words were spoken to.
example:
"I can't help you" he said. --> He said (that) he couldn't help me.

We use 'tell' in Reported Speech when it is followed by the person the words were spoken to.
example:
"I can't help you" he said to me. --> "He told me he couldn't help me.

We use 'say to-infinitive' BUT never 'say about'. We use 'tell sb', 'speak/talk about', instead.
examples:
Mum said to be home by 10 o'clock.
She |spoke/talked about/told us about| her adventures.

Expressions with 'say':
say good morning/evening etc ; say something ; say one's prayers ; say a few words ; say so ; say no more ; say for certain/sure etc
Expressions with 'tell':
tell the truth ; tell a lie ; tell (sb) the time ; tell sb one's name ; tell a story ; tell sb a secret ; tell sb the way ; tell one from another ; tell sb's fortune ; tell sb so ; tell the difference etc
